Celtic manager Brendan Rodgers signed Borini when he was in charge of Liverpool back in 2012.
And the Northern Irishman is keen to link up with the 26-year-old once again.
According to the Telegraph, Celtic are preparing a £6m offer for Borini, who is free to leave Sunderland.

The Black Cats signed the one-time Italy international from Liverpool in 2015 but he failed to prevent their relegation this season.
Celtic are in search of forwards ahead of their Champions League qualification campaign later this summer.
Moussa Dembele may be sold, with Premier League clubs eyeing bids for the ex-Fulham star.
There is also no guarantee that the Hoops will re-sign Manchester City striker Patrick Roberts once his loan spell ends at the end of the season.
Borini has scored just twice all campaign for Sunderland and will take a 40 per cent wage cut if he remains with the Stadium of Light club in the Championship.
In total, he has cost Sunderland £1.14m per goal over his two seasons at the club.
