Liverpool are without Philippe Coutinho who has failed to recover from an ankle injury.
Coutinho had hoped to be fit for the clash but has had his recovery time extended.
Daniel Sturridge, who scored his first Premier League goal of the season in the 4-1 win over Stoke in midweek, has not done enough to start.
The England striker remains on the bench, as does dropped goalkeeper Loris Karius.

As for City, Sergio Aguero returns from a four-match ban and immediately regains his place up front.
Raheem Sterling also gets a nod against his former club.
