However, Express Sport understands that Spurs are ready to try again when the transfer window reopens next month.
The former Manchester United winger has taken the top flight by storm this season with his efforts seeing him rewarded with a call-up to the Ivory Coast squad for the Africa Cup of Nations.

But, according to The Sun, new Palace boss Sam Allardyce is said to be fuming.
And the ex-England manager is ready to let him join Tottenham for a fee of £30million next month.
Allardyce's anger stems from the fact the winger told his predecessor, Alan Pardew, he would snub any international call-up to help Palace revive their season.
Manchester United ace Eric Bailly is also in the Ivory Coast squad
But he has now performed a shock U-turn to hand Allardyce a major blow just a week into the job.
Palace were initially going to resist any bids to land the player in January but they may now cash in.
Zaha isn't the only Premier League star in the Ivory Coast squad with United defender Eric Bailly also making the cut.
