The 26-year-old played a key role in the Foxes' historic Premier League title success last season, and is said to be in line for a two-year contract extension at the King Power Stadium.
But The Sun claim Drinkwater's representatives have snubbed Leicester's initial £80,000-a-week offer.
It is claimed Spurs boss Mauricio Pochettino is keeping a keen eye on Drinkwater's contractual situation at Leicester, and has now been given renewed hope of securing a deal for the England international.
Pochettino has already signed Victor Wanyama from Southampton this summer, but wants to bolster his central midfield ranks further - with Drinkwater potentially fitting the bill.

However, it is said Leicester are now preparing an improved package closer to £100,000 a week to tie Drinkwater down and ward off interest from potential suitors.
The 26-year-old signed a four-year deal on £30,000 per week in 2014, but the Foxes are desperate to extend his stay.
