The winger, 20, underwent a medical yesterday and signed for £15million today.
He overtakes Benik Afobe as the club's most expensive player - who joined for £9m in January.
Ibe struggled for game time at Liverpool and was deemed surplus to requirements by Jurgen Klopp after the signing of Sadio Mane.
Ibe has signed a four-year deal and Bournemouth chief executive Neill Blake said: "We’re delighted to bring Jordon to the football club.

"He played plenty of football with Liverpool last season and we’re looking forward to seeing him to continue to grow now with us, he’s a huge prospect.
"We’ve now signed five players this summer, all of whom have an abundance of potential.
"It shows that we’re serious about nurturing talent at this football club and we have the long term in mind when we say we want to stay in the Premier League."
Jordon Ibe - Spotlight on
Ibe is a direct replacement for Matt Ritchie who joined Newcastle despite them dropping into the Championship.
He has played four games for the England under 21 side and after joining Liverpool in 2012 from Wycombe.
He enjoyed loan spells at Birmingham and Derby and was given a chance under Brendan Rodgers.
But he failed to convince Klopp of his quality and made just 12 Premier League starts last season.
