Spurs manager Mauricio Pochettino has made no secret of his desire to sign a striker to add competition for Harry Kane next season.
Inter Milan hitman Mauro Icardi is said to be high up on Pochettino's wishlist after impressing with 16 Serie A goals last campaign.
But Italian publication Corriere dello Sport claims Spurs' opening £37.8million bid for the Argentina international has been turned down by Inter.
Roberto Mancini reportedly has no interest in selling their top scorer and captain, who has also attracted interest from La Liga giants Atletico Madrid.

The north London club have also set their sights on Roma forward Antonio Sanabria, who bagged 11 goals in 29 appearances on loan at Sporting Gijon last campaign.
But Sky Sport Italia report that Tottenham have also seen an approach for the 20-year-old Paraguay international turned down by the Stadio Olimpico club.
