Balotelli joined Liverpool in a £16million deal from Milan in 2014 but lasted just one season at Anfield.
He was sent back to Italy on loan and is expected to leave the Premier League on a permanent basis this summer.
Galatasaray were also said to be interested in the 25-year-old, who suffered from a persistent groin injury last season.
