The Hammers are on the lookout for a proven goalscorer as they get ready to usher in a new era at the Olympic Stadium next season.
Arsenal and Liverpool have also been tracking Bacca as they seek to strengthen their respective attacks.
But according to the Daily Mail, West Ham have submitted a £16m bid for the 29-year-old.
However, the report suggests the Serie A giants want £20m for his signature.
Added to that, Bacca is thought to be wanting £60,000-a-week after tax.
The news will come as a blow to Arsenal and Liverpool, who are desperate to plug their shortcomings up front.
Bacca’s agent, Sergio Barila, recently admitted his client is most likely to stay at Milan in the summer.
