Lukaku, 22, quit Stamford Bridge for Everton in a £28million deal two years ago.
He has since grown into one of the hottest strikers in the Premier League, netting 25 goals in all competitions for Everton this season.
Manchester United and Napoli are understood to be keen on the Belgium international, valued at £65m.
United were thought to be interested in Lukaku but he is unwilling to play for Jose Mourinho, who originally sold him to Everton and who Express Sport understands is set to become United's new manager.
Mourinho, 53, will replace Louis van Gaal, who was yesterday dismissed with 12 months of his contract still to run.
