Chelsea are understood to be keen on signing Belgium international Nainggolan and have held talks with his representatives.
The midfielder is reportedly worth around £30million with incoming Chelsea boss Antonio Conte a big fan.
The Blues have also been linked to Nainggolan's team-mate Miralem Pjanic, who has a £29.6m (€38m) release clause and who Juventus are also keen to sign.
Radja Nainggolan - 5 things you need to know
Yesterday Nainggolan, 28, insisted he was keen to stay at Roma despite being wanted at Chelsea.
As for Pjanic, the 26-year-old is supposedly on the Blues radar although he is not a primary target.
Juventus have been pushing hard to land the Bosnia and Herzegovina playmaker and Sabatini confirmed the contract clause is valid both in Italy and England.
“It would be a delirious thought from Juve, it has nothing to do with me. I didn’t offer Pjanic to Juve,” Sabatini told website Pagine Romaniste.
“Pjanic has a release clause. Roma do not negotiate for Pjanic, but if they should activate the clause.”
