Xhaka is expected to cost around £30m and will come into Arsene Wenger's midfield engine room.
Wenger is set to lose Mathieu Flamini, Mikel Arteta and Tomas Rosicky who are all out of contract.
Xhaka will be competing with Aaron Ramsey, Mohamed Elneny, Francis Coquelin, Jack Wilshere and Santi Cazorla.
Granit Xhaka's move to Arsenal is edging closer
The Gunners have also reportedly made a £51million move for Juventus striker Alvaro Morata.
Real Madrid are expected to exercise their buyback option for Morata and then sell him for a profit.
And Italian newspaper Corriere dello Sport claim the Gunners are now dealing directly with Real for the striker.
And they have reportedly made a offer for the Spain international that Juventus can do nothing about.
And Arsenal are also in the race to sign Reece Oxford from West Ham.
Oxford has reportedly rejected a new deal at the Hammers and is on Arsenal, Manchester United and Manchester City's radar.
Oxford has struggled for a place in Slaven Bilic's XI this season despite impressing in the opening day against Arsenal.
