The Borussia Dortmund manager is currently in talks with Gundogan about a new contract in order to ward off the attentions of some of Europe's top clubs.
Arsene Wenger is set to revamp his midfield this summer with Mathieu Flamini, Mikel Arteta and Tomas Rosicky all expected to leave his summer.
And Gundogan is reportedly seen as the perfect man to play at the base of the Gunners' midfield.
Jurgen Klopp is also said to be eyeing a deal for the player with the reported £25million price tag not expected to be a problem.
Liverpool's owners are set to hand the German manager a £100m war chest to spend on playing staff over the summer and Gundogan, who played under Klopp at Dortmund, is one of the highest priority targets.
But Manchester City have emerged as the favourites to sign the player after director of football Txiki Begiristain and the player's uncle Ilhan Gundogan met with Guardiola in Amsterdam on Monday.

However, reports from The Times claim Tuchel would be 'amazed' if Gundogan elected to leave the club this summer.
Dortmund are currently in the midst of a Bundesliga title race with Bayern Munich, siting in second just five points behind the German champions.
