Sinclair is out of contract in the summer and would be a free agent.
Liverpool have so far failed to reach an agreement with the 19-year-old over an extension and it looks like his future will be away from Anfield.
He made his first team debut in 2012 as a late substitute in the league cup - becoming the club's youngest ever player at just 16 years and six days.
But he's made just one appearance since and was shipped out on loan to Wigan last year where he failed to make an impact.
He's represented England up to under 17 level and is considered a big prospect.
Sinclair recently appointed Aidy Ward as his agent, the man who brokered Raheem Sterling's exit from Liverpool, and could now also be on the way to Man City.
The Daily Mirror report City are interested with their need to increase their home-grown quota.
