Mourinho admitted his comments breached Rule E3 of the FA Regulations but according to the Telegraph, Chelsea feel their manager is dealt with harsher than other bosses.
The report names Arsenal boss Arsene Wenger as one who goes unpunished.
Chelsea are said to be most angry at Mourinho's suspended stadium ban, which will only come into force if he is found guilty of a similar offence within a year.

It means Mourinho will be allowed on the bench on Saturday when Aston Villa arrive at Stamford Bridge.
Chelsea will be looking to get their season back on track after a faltering start which sees them lying in sixteenth place, ten points off leaders Manchester City.
