Klopp, 48, is favourite to take over at Anfield after Brendan Rodgers was sacked by club bosses last weekend.
The club cited a need for change as the reason behind Rodgers' sacking, with Liverpool languishing 10th in the Premier League.
Speaking to the BBC World Service, 47-year-old Effenberg, who also won three Bundesliga titles as a player, said: "(Klopp) gave me this answer a couple of weeks ago.
"He said: 'I'm ready for a team that's not on the highest level, to create something, to build something up'.
"This could be Liverpool, right?"
Reds owners FSG have over a week to find their new recruit as domestic football breaks for the next round of internationals.
Liverpool have four players in the England squad for upcoming games against Estonia and Lithuania - including striker Danny Ings.
