Delph was set to join City last weekend after they activated his £8million release clause.
But the England international turned down the move and committed his future to Aston Villa.
The Manchester Evening News report Delph is heading back to the Eithad, with unconfirmed sightings of the midfielder going for a medical.
On Saturday Delph said: "I'm aware there has been intense media speculation surrounding my future in the last 24 hours and I want to set the record straight.

"I'm not leaving. I'm staying at the football club and I can't wait for the start of the season and captaining this great football club."
But today pictures emerged on social media appearing to show Delph going for a medical in Wimslow, greater Manchester.
Raheem Sterling had his medical at the same facility before linking up with the City squad in Australia following his £49m switch from Liverpool.
It has been suggested Delph may have changed his mind after Liverpool activated Christian Benteke's £32.5m release clause at Villa.
