City were hit with a £49m fine and forced to submit a reduced 21-man Champions League squad after breaching UEFA's Financial Fair Play (FFP) regulations last year.
But after meeting UEFA's economic targets this season City have been given the go ahead for a spending spree.
City's top targets are Juventus midfielder Paul Pogba, Wolfsburg winger Kevin De Bruyne and Liverpool ace Raheem Sterling.
Barcelona are leading the hunt for £60m-rated Pogba, who also interests Chelsea and former club Manchester United.
Manuel Pellegrini is set to oversee a Manchester City spending spree this summer
Ex-Blues man De Bruyne would cost at least £40m while Liverpool are demanding £50m for Sterling. Arsenal, Chelsea and United appear to have given up on fighting City for the England international.
Aston Villa midfielder Fabian Delph is an £10m option and would bolster City's flagging home-grown contingent while Turkey wonderkid Enes Unal is set for a £2m move to the Eithad.
