Gary Cahill cancelled out Emre Can's opener, but Chelsea saw the game out comfortably.
But Rodgers claims the Reds deserved a point and should have had a penalty for a hand-ball in the box by Cahill.
"I thought it was a clear penalty," he said. "We worked so hard in the game.
"We need those decisions and it was quite obvious it hit his hand and the referee had a clear view.

"I'm very disappointed, we deserved at least a point from the game.
"We have got to keep working hard."
Rodgers admits Liverpool miss the injured Daniel Sturridge, but believes the team need to perform better as a whole.
"It's not solely Daniel, but he's a top class player that can help change the team," he added.
"We will go away for the international break and fight on when we come back."
