Wolves have had a loan accepted for Renato Sanches this summer as they look to replace Neves, who has been told he can leave for the right price.
United are the most interested in Neves with their midfield looking unbalanced.
Paul Pogba and Bruno Fernandes command places in the team while Fred looked uncomfortable on his own at the weekend in the Premier League, coincidentally against Wolves where Adama Traore ran through him like a hot knife on butter.
The Brazilian also does not possess the calming attributes that a player in his position usually does.

It has only exacerbated the need for a more defensive midfielder who can thread a pass from deep with Neves being identified as the ideal player to fulfil that role.
Wolves are in a position where they might have to sell their best players with Traore and Neves included.
And they are already making moves to replace the Portugal international after agreeing a deal to loan his countryman Sanches.
The midfielder won Ligue 1 with Lille last season in a fine campaign for the once-tipped wonderkid but the French club also have their financial troubles.

Liverpool and Arsenal had been linked with Sanches but opted against a move earlier in the transfer window despite a successful Euro 2020.
But according to talkSPORT, Wolves have won the race and agreed a deal to bring the former Bayern Munich star to the Premier League.
It will be the second time Sanches has played in the English top tier after a less-than successful spell with Swansea in 2017.

His arrival at the Molineux will allow Wolves to let Neves sign for United, who are armed with a further £30m from the impending sale of Dan James.
The Red Devils have already signed Jadon Sancho and Raphael Varane while a deal is in place for the sensational return of Cristiano Ronaldo.
Ole Gunnar Solskjaer can complete his perfect transfer window by bringing in Neves with time running out.
