If United do take out the loan to sign Sancho then the debt can be expected to be substantially more when the next set of accounts are released.
Spectators are still not permitted to attend Old Trafford which is a massive blow to the club's revenue.
However, Woodward may be gambling on Sancho helping to return United to their former heights which will bring the golden riches of Champions League football.
Solskjaer will also want to invest in other areas of the squad this year if he is to try and close the gap to Liverpool and Manchester City.
