Liverpool finished the previous campaign as Champions League winners and Premier League runners-up, losing out to Manchester City by just a point.
Reds boss Jurgen Klopp was linked with a host of summer targets but has spent small compared to his rivals.
Sepp van den Berg became their first signing of the transfer window.
The 17-year-old joined from Eredivisie club PEC Zwolle.
Liverpool are said to have paid an initial £1.3million but that fee could rise to £4m depending on appearances.
Van den Berg said of the move: "I couldn't believe it, I thought it was a joke.
"I was really happy and, to be honest, I was a little bit scared at first because such a big club had interest in me.
"So, I was a little bit scared but eventually I was really excited."
Van den Berg wasn’t the only teenage addition to the Liverpool ranks this summer.
Klopp followed that deal up with the capture of Harvey Elliott from Fulham.
The 16-year-old left Fulham in June after his youth contract expired and the Reds reportedly beat off interest from Barcelona, Real Madrid and RB Leipzig.
Elliott wrote on Instagram: “I am so happy to be able to announce that I have signed for @LiverpoolFC.
“To have joined the club that I supported as a boy is a dream come true for me and all of my family and it’s an incredible feeling to now officially be able to call myself a Red!
“I can’t wait to get started and it will be a truly special feeling to pull the famous red jersey on.
“I’ll work as hard as I possibly can for the club and I feel Anfield is the perfect place for me to develop and progress as a player.”
Liverpool also completed the signing of former West Ham goalkeeper Adrian on a free transfer.
The 32-year-old was released at the start of the summer and will serve as back-up to Alisson and as a direct replacement for Simon Mignolet, who earlier left for Club Brugge.
“I’m very ambitious, I come here to try to win everything, to try to push Ali from the first minute and to make us better,” Adrian said.
“Obviously I want to win titles. I come here to fight for all the competitions. We have many competitions ahead - we're going to fight for it and try to get them.”
