After a thrilling start in Montreal which saw Max Verstappen vying Valtteri Bottas at the front of the grid, the safety car was deployed after Hartley smashed into Williams driver Lance Stroll.
Stroll had started in 16th but managed to move past two McLarens and Hartley, who had been overtaken by Charles Leclerc's Sauber.
However, through Turn Five, Stroll appeared to suffer oversteer and squeezed Hartley's Toro Rosso up against the wall.
Kiwi Hartley was sent airborne and took both cars out of the race in spectacular style.
“I’m fine, he just ran me out of road,” Hartley said over the team radio
While Stroll told his Williams bosses: “I had a puncture [before the accident].”
It ended a miserable weekend for Stroll in his home race after Williams suffered their fifth double exit in Q1 of qualifying.
Sebastian Vettel went on to win the race ahead of Mercedes man Valtteri Bottas and Red Bull's Max Verstappen.
But the race ended in bizarre fashion after the chequered flag was waved too early.
Model Winnie Harlow was given the honour of waving the flag, but it’s understood she was told to wave it slightly early rather than the end of the race on lap 70.
As a result, the race was delared at 68 laps based on the official count back rules.
The error also meant the fastest lap Daniel Ricciardo set on lap 70 was cancelled and it was given to his Red Bull team-mate Max Verstappen who clocked a time of 1:13.864 on lap 68.
