He has refused to accept the official notice served on him.
Ai was released on bail in June after nearly three months in secret detention.
Chinese authorities said he confessed to tax evasion but his family denies he evaded any taxes. They say he is being targeted for criticising the Communist government.
Ai said tax officials delivered a notice to him which said he was to pay 15 million yuan within 10 days or face unspecified further measures.
Ai said he will not pay until his design company's account books are returned and he discusses the matter with his former office manager and accountant. He has not been allowed to see them.
