The Shadow Foreign Office Minister claimed the government was getting distracted from day to day business - including UK jails - by the EU debate.
Appearing on LBC, the 50-year-old suggested a “Brexit shambles” had led to ministers’ minds not being ”on the day job”.
She said: "They're too worried about Brexit. We can't even keep prisoners in prison, they're escaping from prison."

But Dale cut in: "Seriously though, what's that got to do with Brexit?"
The MP for Hornsey and Wood Green hit back the Government was not concentrating on major issues the country faced and that also included the health sector.
She said: ”It's got to do with the fact that the government is not keeping its eye on the ball, it can't run a hospital. 28 trusts today are in special measures, we've got mental health in absolute crisis.
"After seven years, it's a shambles and a mess."

Last month, a BBC undercover reporter experienced the prison crisis first hand - as he was threatened by inmates while working inside a jail in Northumberland for an investigation.
The reporter spent two months at category C jail HMP Northumberland and at one point was threatened by a prisoner.
Meanwhile, pro-European Union campaigners on Thursday threatened to drag Theresa May into fresh court battles over Brexit unless she guarantees Parliament a "meaningful" vote on her final exit deal.
