The former Prime Minister was expected to give honours to some of his closest aides and allies as a final thank you after leaving Downing Street last week.
But senior officials in the Cabinet Office have blocked the proposed honours list, in which Cameron would have proposed knighthoods and peerages, over ethical obligations of some of those named.
The proposed peerages were given further vetting by peers on the Appointments Commission who also took question with some of those listed.
An insider said: “David Cameron put forward a number of names. Some of them did not even make it past the first hurdle.”

They told the Times: “Cameron’s surviving team are having a series of difficult discussions with to try and get through as many it through.”
The failed honours list has sparked concerns over cronyism within the Government.
Among some of the names tipped for top honours are his former chief of staff Ed Llewellyn, his former head of policy Camilla Cavendish and advisor Chris Lockwood.

Former BBC editor Craig Oliver is in line for a top gong, as well as his former head of strategic communications Laura Trott.
Last month, Cameron was accused of putting pro-EU business leaders on the list.

Among those included Damon Buffini, a private equity boss who bankrolled some of the In campaign.
Cameron dished out more than 240 peerages during his time in Number 10.
