They face arrest, ASBOs and the seizure of their Aston Martins, Ferraris and Bugattis if they keep racing through Kensington and Chelsea.
Police have issued a Public Spaces Protection Order covering Sloane Square and neighbouring streets.
Attracted by the five-star hotels, fine restaurants and boutiques, the oil state tycoons arrive in the summer bringing their car collections with them. Kuwaitis and Saudis try to out-do each other with souped-up vehicles.
A gold-plated Rolls-Royce Phantom Coupe and Lamborghini Aventador, both worth £350,000, have been seen outside Harrods.
Crowds of tourists and enthusiasts often block streets as they take photos of the vehicles.
For many residents and workers, however, the supercar season is a huge headache, with the sound of roaring engines and screeching tyres reverberating day and night.
They fear the high-octane antics could eventually lead to a death. On Friday, the Metropolitan Police put in place the measures to combat “reckless and aggressive” driving.

Car spotters who block pavements will also be moved on. In its first night, 13 dispersals and seven fixed penalty notices were issued, Scotland Yard said. Insp Chris Downs, added:
“We are determined to act before somebody is killed or seriously injured.”
