Five men linked to extremist groups are reported to have slipped past exit checks despite being on watch lists or having surrendered their passports to authorities.
Two of the men, Simon Keeler and Trevor Brooks, are Muslim converts and were arrested in Hungary in November despite being under travel bans.

Labour MP Keith Vaz, chairman of the Commons Home Affairs select committee, slammed the cases as a "glaring security failure" and vowed to raise the issue with David Cameron.
The revelation comes after it was discovered that the “new Jihadi John" Siddhartha Dhar was able to elude police and escape the UK while being on bail for suspected terror offences.
A neighbour of Mr Dhar said that he enjoyed drinking and womanising.

He said: “He certainly wasn’t a devout Muslim back then in 2007.
“He had an eye for the ladies and said he’d been to strip club and lap dancing bars. I can’t believe it’s the same guy.”
He is also alleged to be the author of Islamic State’s 46- page guide to life in the caliphate promising a “holiday lifestyle with home comforts”.
